About the Award
In line with the High Directives of His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, may God protect him and preserve him, and pursuant to Amiri Decision No. (63) of 2023 establishing the Qatar Government Excellence Award, the Civil Service and Government Development Bureau launched the Qatar Government Excellence Award as one of the strategic pillars for developing institutional performance and enhancing the quality of government services in the State of Qatar.
Objectives of the Award
Qatar Government Excellence Model
The Qatar Government Excellence Model was prepared to keep pace with the rapid transformations occurring in the government sector in the State of Qatar, at both the local and global levels. It has become necessary to focus on concepts of future foresight, innovation, creativity, digital transformation, quality of life, and achieving leadership in meeting stakeholder needs and expectations.
The Model is characterized by reinforcing the principle of continuous learning and improvement across all its pillars and criteria, enhancing institutional resilience and its ability to adapt to rapid developments within the government sector over the coming years, through its focus on achieving Qatar National Vision 2030 and the Sustainable Development Goals.
The Qatar Government Excellence Model consists of four main pillars that include ten main criteria and thirty-eight sub-criteria covering various aspects of institutional performance in government entities.
The first pillar, Leadership Orientation, focuses on leadership, strategy, and an institutional culture that strengthens government leadership, governance, innovation, and institutional transformation.
The second pillar, Value Creation, addresses operational efficiency, service quality, and digital transformation, reflecting the entity’s ability to provide added value and achieve customer satisfaction.
The third pillar, Institutional Resources, focuses on the effective and sustainable management of human, financial, knowledge, and asset resources, as well as suppliers.
The fourth pillar, Results and Impact, focuses on measuring institutional performance outputs and various impressions of human resources, customers, partners, and society, reflecting the impact and quality of institutional policies and practices.
The Model represents a national integrated framework for improving government performance and achieving excellence and sustainability in alignment with the aspirations of Qatar National Vision 2030.
“Irtiqa” Evaluation Tool
Government entities participating in the Qatar Government Excellence Award are evaluated based on the criteria of the Qatar Government Excellence Model. The “Irtiqa” evaluation tool is used to assess the capabilities and results of participating government entities according to a defined matrix for measuring maturity levels of practices within government entities.
Assessment Elements

The tool enables balanced evaluation of institutional capabilities and achieved results, and contributes to identifying strengths and improvement opportunities, enhancing effective planning and continuous development within entities.
