About CGB

The Bureau aims to achieve the highest levels of organizational and administrative development and modernization, to raise the level of civil human resources in government bodies and upgrade them to ensure that their efficiency and effectiveness are increased and optimized. In order to achieve this, it shall exercise all the necessary competencies and powers, in particular the following:

1.     Preparing the national strategy for civil human resources, development and government update in coordination with the concerned authorities and supervising its implementation after it's being approved.

2.     Develop and update civil human resources policies in government bodies, oversee the implementation of such policies after they are being approved to be reviewed periodically.

3.     Supervision of the implementation of the law regulating the civil human resources.

4.     Develop and implement the civil service talents management framework.

5.     Manage the governmental human resource planning program and provide the related technical assistance.

6.     Proposing and implementing scholarship policies in government bodies in accordance with the national plan for workforce.

7.     Proposing and implementing job nationalization policies, in coordination with government bodies.

8.     -Training and developing Qatari government employees, and requalifying those who occupy jobs that are not compatible with their educational qualifications.

9.     Promoting succession planning activities in government bodies.

10.Leading digital transformation programs for civil human resources operations.

11.Proposing and reviewing governmental development and update strategies, programs and initiatives, including the development of organizational structures, governmental services, capacity building and governmental leaderships.

12.Studying the organizational structures proposed by government agencies and giving feedback on them in preparation for their adoption.

13.- Reviewing work systems in governmental bodies and providing them with technical assistance in the field of modernizing and simplifying procedures to ensure upgrading the level of public services for citizens within the framework of the state's general policy.

14.- Follow-up on the implementation of quality standards for governmental institutional performance.

15.Proposing the required systems to develop and raise the efficiency of the state's administrative body.

16. Supporting and encouraging innovation and excellence in service delivery, improving access to available resources, facilitating procedures, and improving governmental institutional performance.

17.Develop regulations for monitoring the work of the administrative body, address complaints that may arise when implementing legislation related to civil human resources, and proposing the necessary means to address them and eliminate their causes

18. Developing and implementing policies for the optimal use of government buildings and housing, providing the planned needs for housing and government buildings, supervising and maintaining them.

19.Proposing draft legislative instruments related to civil human resources and government development, and to give feedback on draft legislative instruments that would have an impact on these areas

20.Representing the state in Arab, regional and international conferences, bodies and organizations in the field of the Bureau's competencies.

21.Any other tasks assigned to it by the Council of Ministers in its field of competency.​​
